Portsmouth Va Sept 1865

Dear Sir:
I, E.P. Wilson of the County of Northampton N. Carolina, in petitioning for the restoration of a house and lot belonging to me, situated on the South Side of Queen Street, in the City of Portsmouth, Va desire to set forth the following facts for your consideration:- 

I have not been a resident of the City of Portsmouth, in which the property is located, for more than twenty years. I had an agent in the City [[strikethrough]] who [[/strikethrough]] to look after the property, collect rents, &c. I was far in the Confederate lines when the war commenced, and during its continuance. I am a Minister in connexion with the Methodist Church. I was connected with the Confederate Army only a few months, and then in the Capacity of a Chaplain. In addition to the above facts, I herewith transmit a Certificate of the Clerk of the District Court of the United States, that the property has never been libeled for Confiscation; also the Certificate of the Clerk of the Husting Court of the City of Portsmouth, as to my right of ownership in said property; and further, a copy of the Amnesty Oath; to which I have subscribed

I would still further state that the value of my property at no time during my life has been Twenty thousand dollars, and that I do not belong to the excepted classes specified in the Proclamation of the President of the United States. The above is respectfully submitted for your consideration.
