Armstrong Supt His plan of sending colored persons north is approved by the Asst Com'r. But the necessity of sending a person north to secure homes, is not approved. The trouble has heretofore been in getting the freedmen willing to go. If Genl S. C. Armstrong will get up companies of fifties or one hundred's that are willing to go the Asst Comr will at once send them to persons who are anxious to employ them. By order of Col. O.
