them repeatedly myself, to accept far more inviting offers than this to go to Florida — others have done the same — but, owing to their strong local attachments and fear of going far South, and especially, to the opposition of Calvin Pepper of Norfolk, whom they seem to regard as a Demi-God, they cannot be induced so far, at least, to go to that state.

It would, in the present state of feeling, damage the interests of Florida emigration to present this scheme. Besides, the negroes are keen and wary, and were they disposed to go, this statement would have no effect upon them. 

Should a man whom they know and trust go to Florida and return with personal knowledge they might be induced to go. I believe many would.

Respty returned. Lt Morton is a faithful Officer and devoted to his duties, but he lacks force and tact. He has a difficult county to manage, and, I believe from personal knowledge of him that he cannot do as well there as other officers in this District might.

I have contemplated a transfer but would prefer that a new officer should be sent to take his place.
