The claims for rent are thought improper and it is thought that the increase should be sold to whoever will give the best price for them.

It is recommended that Mr Lee's property not be restored until he shall pay the price of Saw Mill within mentioned and the value of improvements and fixtures thereon — these being the property of the Bureau and he having failed & refused to fulfil his part of a bargain for them, which he made with Capt Wilder — The restoration of this property will not affect the interests of freedmen
