The Bureau has jurisdiction in all cases where negroes are concerned. The Civil Courts should appoint an administrator with the will annexed as is common in such cases, and will undoubtedly be done on proper application of parties in interest. Anderson 12th Infy Comdg Post of Petersburg who will retake custody of this individual and turn him over to the Asst Supt of the Freedmens Bureau. This paper to be returned.
