Resptly returned to Genl S.C. Armstrong Supt 9th Dist. The Bureau has jurisdiction in all cases where negroes are concerned.

The Civil Courts should appoint an administrator with the will annexed as is common in such cases, and will undoubtedly be done on proper application of parties in interest.

You will instruct the Asst Supt to see that such application is made for administrator.
