Respty returned to Maj Genl O.O. Howard Commissioner. The request from me to have Lt Hite relieved from duty in the Bureau was based on the following extract from a letter from Capt A.S. Flagg A.Q.M. & Supt Bureau R F & A L.
"Lt Hite is cutting up badly - drinks like an old sucker, gets crowds of negroes at his office nights and with fiddles and wine get up a shameful "Hullabaloo" till long after decent hours"
Capt Flagg informs me that he did not intend his letter as an official communication but that he neglected to mark it personal
