The letter referred to in your endorsement was intended to be strictly confidential. and was designed to inform you of the reported conduct of Lieut C.W. Hite of Drummondtown and of Lt W.L. McDaniels at Smithfield Va. and to obtain your instructions before proceeding to relieve those offices for their misconduct.
I made no formal of official charges against them as I should have done if though advisable by you -- But while I desire that those officers should be relieved of the odium of a dishonorable dismissal from the service, I cannot retract my statements in their cases as I still think they are true and that I can substantiate them by proof if necessary.
