Respty returned. The case of Mr Carter and others who were employed by Capt Tobey in disobedience of positive orders from me, has been forwarded to Genl Howard recommending that they be paid. but was returned with endorsement "that as they were employed without any authority. Therefore they could not be paid".  Mr Carter worked in good faith, is poor and deserving and I think should not suffer from the acts of Capt Tobey

Respty returned to Genl Saml. C. Armstrong with statement that the freedmen on the within mentioned farm, are now cultivating their portion of said farm and are willing to pay the rent for this year when due. As such rent is payable from the crop, it cannot be collected till fall.
The statements of Mr. N. White are without foundation in fact. The enclosed letter from Mr Tabb has reference to am't due on rents for last year, which was at one time offered to Miss Parrish, who declined to receive it.
The Freedmen have made arrangements to pay such claim on or before June 1st 1866.
