The order closing of all the mills in my Dist was issued Oct 16th 1865. No formal order annulling the contract with Mr Hunt was ever received at this office. but this one was construed to be in effect an Annulment and was so regarded by Mr Hunt so far as my Dist was concerned,

Respty returned. This money is simply held in trust by the Gov't for the purpose specified in the order retaining it from the County of these soldiers and the Treasury Department pays no interest on such deposits.
There is nothing in the certificate given these men that indicates that any such thing was contemplated. as no officer of the government would have a right to make any such agreement.
Had this money been deposited in any Savings bank to the credit of these men. their usual rate of interest would probably have been paid,
