Resptly returned. The transportation acct ($60.) of this man for April has been forwarded to Genl James for payment. The service Acct ($24.) is this day returned. Approved by Asst Comm. and can now be paid.
The May Acct has not been presented to this office. His March Acct was advanced from private funds business that we are not doing now. The most of Capt Dallas composition Signed by Swan is untrue as Capt Barnes at no time made any contract with Swan who was employed by Drs Conch & Pratt on whose certificate we pay.
If Capt Dallas 12th U.S.Inf was better versed in the business departments of Military matters he would know that disbursing Officers cannot pay bills until properly approved and would save himself much unnecessary trouble of attending to other officers business.
