Respectfully returned to Maj Genl O.O. Howard Commissioner for instructions. Enclosed will be found a nearly complete history of this case in the form of official copies of all communications, endorsements, orders &c, issued and received in the matter to date.- The papers referred to Maj Stickney V.R.C. Inspector, were never returned, and are supposed to be lost, but briefs of them are sent.- Maj Stickney never made report, as before his recovery from the accident while on this journey. Col Mallory Inspector took the matter in hand.
Mr S.C. White first made application for his farm during the summer of 1865. He was informed that it was necessary for him to take (over)

the amnesty oath of May 29th, 1865. He for a long time refused to do this. But claimed his right to the restoration of his property under the amnesty oath of President Lincoln.
He finally took the oath of May 29th, 1865, but stated after doing so that he "did it under protest"- an order was then issued for the restoration of his property with rents from the date of his taking the oath of May 29th 1865. One hundred and eight and one half (108 1/2) acres of this farm were rented for $253.00 in money, and 34 1/2 bbls of corn. The rest of [[strikethrough]]]of[[/strikethrough]] the farm was used as a camp or "poor farm" for the freedmen.
Subsequently Mr White brought the endorsement of His Excellency the President, to the effect that Mr White was entitled to its benefits "from the date of his taking the amnesty oath of President Lincoln" and of the Maj Genl Commissioner that "Mr White be allowed all rents which have accrued since May 20th 1866, and have not been actually paid into the Bureau." These instructions were immediately communicated to the local officer in charge of the District.
Mr White became dissatisfied with the arrangement, and insisted on an exhibit of the books of the Bureau to enable him to see what had been produced on the part of the farm that was used as a camp. This was denied him and he was informed that under instructions from the Commissioner. No rents could be allowed by the Bureau for lands occupied as Camps.
There seems to have been a clerical error in endorsement of April 20th to Mr White in calculating his proportion of rent, which would have been corrected at once, had the attention of the Asst Com'r been called to it.- Mr White's  proportion of the uncollected rent is $108.97/100 in money and 14 2/3 bbls of Corn: of the collected rents $45.85/100 in money and 6 5/12 bbls of Corn. Mr White has been notified of this error.  His proportion of the rents as fast as collected are held subject to this order.
Every possible assistance was afforded Mr White from this office. Clerks were allowed him to draw up and copy his papers. He had all the sympathy and aid to which his age entitled him, until by his insolence and disloyal language his presence (over)
