Respectfully forwarded to Maj Genl O. O. Howard Commissioner &c. The large number of Freedmen on the Peninsula render it desirable that all possible measures should be adopted by the Government to remove them to other localities.
These cases are considered "extreme" and under the provisions of Cir No. 2. War Dept Bu R.F. & A.L.

Respectfully returned to Bvt Maj Crandon Supt with the additional information that M.B. Waddy declared in his testimony that the troops had all left the ground when Fox came up and that this horse was one of those given to him (Waddy) by the Officer of the Rear Guard.
I forward a certificate from Mr Waddy. one from Mr Thomas Mallory & one from Wm Ramsay.  I also enclose the additional testimony of Edward Smith (cold) and Granville Waddy (col'd) in behalf of John Fox.

A (cold) man calling himself Sam Booker complained at this office that Wm. Terry had possession of his son and would not give him up. he also stated that he held him without any authority. I had Mr Terry summond before me in the presence of the father and grandfather where I ascertained the following facts.
The mother of the boy had been a slave of Mr Terry. She died about two years ago leaving the boy with Mr Terry. The mother had a number of children by different men and Mr Terry did not know whether said Booker was the father or not. Mr Terry kept the boy with him until August 1865 without having him bound. when no one coming forward to claim the boy he was bound to him by Capt Dial Asst Supt at this place.
The boy has the appearance of being well treated and wishes to remain with Mr Terry. Under the circumstances I refused to annul the Indenture.
