Respectfully returned. There appears nothing in the records of the office of Asst Supt Cochrane corresponding with the enclosed.
I do not believe he ever gave such authority as it was in direct disobedience of instructions from this office.

Office Asst Supt
Petersburg, Va July 5th/66

Respectfully returned to Capt Stuart Barnes A.Q.M. & Supt 2d Dist Va with the information that I have investigated this case and after diligent inquiry cannot ascertain the whereabouts of the relatives or friends of this freedman. If the Asst Supt at Lumberton N.C. could ascertain the names of her children or her friends and stating to whom they formerly belonged as slaves or their location when last heard from I have no doubt but that I could find them but without some information of this kind it is impossible to find them in this city.
