Respectfully forwarded for the decision of the Asst. Com'r. In every case of issue of rations to able bodies freedmen in this District, such issue (except in case of soldiers wives) is for their helpless children for whom they are unable to provide and who have no other parent. I wish to know whether the helpless, or sick children of able bodied widowed freedmen belonging elsewhere, are to receive under any circumstances Govt. rations. These rations are issued to the mother as a convenience only.
