Respectfully referred to Capt R. S. Lacy Supt 7th Dist Va for immediate investigation and report.
The Asst Com'r is surprised that an outrage of this kind committed so near the Head Qrs of the Supt of the Dist. should be first heard of from New York. It is desired that the first information which reaches this H'd Qrs in all cases be from the Officers of the Bureau.

DeLamater J. J.
Surg &c

Richmond Va
July 17th/66

Respectfully referred to Brig Genl O. Brown A A A Genl Bureau. Dr Warner has secured a very reliable medical gentleman to do his duties during his absence. Without charge to the Bureau
I know the gentleman he has arranged with and his service in the Drs place will be perfectly satisfactory. It has been the custom of the Med Dept of the Army when such a acceptable substitute is engaged, to permit the absence and not consider it as a leave. The surgeon being supposed to be present in his acceptable substitute.
(I refer of course to non commissioned med officers) Shall I under these circumstances object to the Drs leaving,

Respectfully returned to Surgeon DeLamater.
I see no objection to the Drs leaving if he so desires, and you think no injury will result to the service in consequence, but his pay must stop during his absence.
