The man and his children can be provided for at Howard Grove Hosp'l if thought by Genl Brown best - and transportation can be furnished them. They can be better accommodated at this Hospital that elsewhere there being so many children. They can be sent to a nearer Hospital.

Respectfully returned to Mrs Eliz Harris through the Asst Commissioner of Virginia. After a thorough examination of the case it does not appear that the Com'r of this Bureau can interfere to secure the claim presented by Mrs Harris.
It was adjudicated prior to the War and when the laws of the state regarding property were in full force and effect. Even if Mrs Harris could prove the last will and testament under which she claims the property, it will be remembered that by the laws of Mississippi in force up to the commencement of the war, a slave was not permitted to inherit property even when bequeathed by will — unjust as this law was, it was nevertheless the law, and was not annulled by the Statutes of the United States up to that time.

*The L.R. identification letters and numbers and vol. are important for someone trying to find the letters in reference to S.C. Armstrong - which would be L.R.A.317. 3d.V.66. as seen on previous page, and L.R.A.318. 3d.V.66. too. You will also notice that the names to the left, like DeLamater J.J. - this tells you that the letter is referencing something - like an endorsement of J.J. DeLamater, or some other thing. These names are found in the letters to the right of them. That is why sometimes there are two or three even. Their names will be found in that letter. You will notice in one it said returned to R.S.
