Respectfully referred to Brig Genl O Brown A A A G Bureau R.F. & A L State Va. protesting against the instructions of Bvt Maj White Chf. Q.M. & F.A. of Bureau, that I must include these postage accts with my own postage account.
I understand that each office is required under regulations to certify on honor to his own postage acct - although fully believing that these accounts are correct - as I had nothing personal to do with the purchase of stamps or paying postage. I cannot see how I can certify upon honor to their accuracy.
I respectfully request that these accounts may be ordered paid. If any new rule has been put in force in regard to these matters, I am not aware of it. The accounts are made out in the manner Maj White suggested, and he has paid one or more of the same kind. The accounts cover several months past.

Respectfully returned to Genl S.C. Armstrong Supt 5th Dist Va. with the following information. 
This building was taken in May 1865 by a Capt Worth, who with his company had charge of Bureau affairs in this Co' last summer and the building has been occupied ever since by the Bureau. There are no records in this office showing by what authority this building was taken.
In Feb 1866 I relieved the Asst Supt of this County but did not report the building as no rent was at the time being paid for the use of it.
