Respectfully referred to Genl S.C. Armstrong Supt 5th Dist Va. In view of the intended general removal of Freedpeople from all private lands at expiration of the current year, and the consequent increase in the number of homeless and destitute dependents upon the government, in the middle of winter, when the lease of the "Downy Farm" (now rented by Bureau) will have expired. as also in consideration of the suitability of the "Bates" Farm for Bureau purposes. it is respectfully suggested that said Farm be retained until such arrangement may be made for the relief of homeless and destitute Freedpeople as may be deemed necessary.

Respectfully forwarded. The suggestion of Lt. Reed Asst Supt is approved, since such provision is necessary. Of the 8000 freedmen in this County at least 4000 will be compelled to remove during the coming winter. Of this number many will have to suffer: many aged and helpless will be homeless. and there will be no place for them unless some farm is retained. The Bates farm is well adapted for this purpose containing as it does some 480 acres of cleared land and about 330 acres of woodland.
