Commissioner for Virginia, with information that by decision of the Secretary of War dated Dec 9th 1865 wood cut on property prior to the pardon of the owner might be used for refugees and Freedmen and was the property of the Gov't, and that W. E. Taylor was notified to that effect by letter from this office dated Dec. 26th 1865.
