Captain:-
I have the honor to report that I have, in compliance with Circular No. 12. C.S. Asst. Coms. Off. Va. communicated with the Board of Overseers of the Poor of Dinwiddie Co. and received the answer hereto annexed, to the following questions.-
Subject = Matter of the Circular above mentioned. viz:-
Will the Board undertake to provide for maintenance or assistance of destitute colored persons having a settlement in your County, in the same manner as is provided for destitute white persons? What will be the extent and character of such maintenance or assistance, and if it cannot be provided for all destitute colored persons, for what proportion will the Board undertake to provide? What rule of action does the Board propose for its own government on the whole subject of colored paupers?
Answer = "The Board cannot answer the above questions until they receive instructions from the Court at its June Session."

I report further in compliance with Par. 3rd that the exact rate at which the several taxes are assessed in this County are as follows viz:-
