In obedience to instructions from the Asst Commissioner B.R.F & A.L. for Virginia. I have the honor to request distinct answers to the following questions Viz.

I   Will the Board undertake to provide for the maintenance at assistance of destitute colored persons having a settlement in its respective town or county in the same manner as is provided for white persons.

II  What will be the extent or character of such maintenance as assistance and if it cannot provide for all destitute colored persons for what ~
