In obedience with Circular No 18, dated Richmond Va May 8" 1866 I have the honor to transmit herewith through you to the Asst Commissioner the following report relating to the destitute whites in this Sub Dist.

I have travled through different parts of the county, and of the twelve (12) members comprising the board of overseers Poor, have seen and conversed with, the majority, and I have not been able to learn of a single instance where assistance so far as could be given, having been refused by the Co.  This assistance however is limited, by reason of the impoverished condition of the people, and I would respectfully recommend that a limited number of rations be furnished for distribution amongst the whites for extreme cases which must arise from time to time until the coming crop is harvested.

It is believed that all (both white & Colord) who have had intentions of cultivating a crop have made their arrangements with regard to the seeding of the land.
