rations are issued to whites. The civil authorities are giving no relief, public I mean, to whites. They say they have no means to do so. I would estimate that one hundred & eighty rations would give sufficient relief for those named 

Under Section II of Cir. 18. I have the honor to report: 

There have been no applications made to me as yet for Seeds of any kind  I have no doubt that if known that such things would be provided for them that there would be inquery, and that there are some that really need such assistance.

I have not ruled a form as designated because of no such want being known to me.
