In accordance with existing orders I the honor to report that there are no able-bodied freedmen, within my knowledge, in this Sub-Dist. who are unable to find employment.- In this city there are 
large numbers out of employment, by reason of the stoppage of the factories and other causes, who could obtain employment in the country at small wages - yet sufficient to live upon - but who prefer to remain in the city, barely sustaining life, either by begging or by getting an odd job of work now and then; some doing so because they are not a accustomed to farm labor, and others because they do not consider the wages offered in the country large enough.
