General:
In compliance with Par 1, Cir. No 1. Head Quarters Asst Comr: Va, Series 1866, I have the honor to report that the several
Asst Sub Asst Comr in charge of the four Divisions of the 11th Sub District Va, report no freedmen unemployed by reason of inability to procure work-.

So far as my own observation has extended, while this may be true, it is also true that money wages are not readily obtained; and that the mass of women
and boys are doing little or nothing toward making a support  for themselves- While many of those who are working land on shares, lack means to render the 
labor performed profitable -.
