Bureau of Refugees, Freedmen and Abandoned Lands,
Head-Quarters [[strikethrough]] First [[/strikethrough]] 6th Division, Seventh Sub-District of Virginia.
Lynchburg, Va., August 31st, 1868.

Bvt. Brig Genl. O. Brown
Asst. Commr.
District of Virginia

General
In compliance with Circular No. 6 Series 1866 Asst. Commr. of Virginia I have the honor to report that the feeling existing between the whites & freedmen of this Division is unchanged owing to the opposition to the new constitution on the part of the whites and the full support of the same on the part of the freedmen. They are not generally well clad but are rarely suffering for food. The Schools are in a flourishing condition. The alms houses are insufficient to accommodate the whites and colored poor. I have observed no cases of intemperance in my division among the freedmen and think this evil is a rare one among them.

I am Genl. Very Respectfully,
Your Obdt. Servant
