General.
In compliance with Cir No 1 Series 1866 Head Quarters Asst Comr Dist of Va. I have the honor to report that the Agents of the Four Divisions of 11" Sub District Va. state there are no Freedmen in their several Divisions unemployed by reason of inability to procure work.

While this is true as a general proposition, it is also true that in numerous instances employers seek to discharge on frivolous pretences, hands hired for the Year, or working for shares of crops, evidently for the purpose of evading their agreement to furnish provisions or work during the Year, and so reducing their expenses. In many instances Freedmen are to blame themselves, behaving improperly or leaving their situations without regard to their contracts.
