the colored people would prosper and the soil be made to produce at least a quarter more than under present management; notwithstanding the small remuneration they receive for their services there is no cases of intense suffering in the above county. I have been assured by the committee on the poor for Henrico Co. that they will soon be able to provide for their paupers; I shall continue to urge this matter to relieve the Government at the earliest moment possible. The city government will not I fear assume the responsibility of extending relief to a very large number of indigent freedpeople worthy objects of such charity; so far the council has not even heard the urgent appeals of their own people, whose condition at this time is most deplorable; we need expect but little from the city council as at present organized: when the widow and orphans of confederate soldiers are left to suffer
