we cannot believe the municipal authorities will care for the needy colored people unless forced to do so. There have been fewer complaints of wilful wrong brought by freedmen against the whites than during the preceding month. The spirit of hatred and revenge in which many of the whites freely indulge is mild when compared with their acts and declarations during the past year; some attribute this change to be the result of the late state elections in Vermont and Maine. If we can trace the above change to a political reaction it would be well to pray for said political reaction to continue until disloyalty shall be overcome by the patriotism that saved the country. 
While it is apparent that rebels in this division are less open in the hostility to the government it must not be presumed that this change
