General,
In compliance with Circular No. 6 dated Bureau R. F. and A. L. Head Quarters Asst. Comr. State of Virginia, Richmond, Va., January 29th, 1866. I have the honor to make the following report.

Since my report for September I have observed no important change in the condition of freedmen of this Division. From present indications there will be considerable destitution in this city during the forthcoming winter, should the Bureau cease its operations on January 1st, 1869 as contemplated, and, no further provision be made for the freedpeople, otherwise than now provided by law: as far as its withdrawal applies to Richmond in my opinion it would seem impracticable.
