get Justice from the counts under the present organization of the Courts. The Virginia Juries, composed as they are of the low down whites, are usually, so easily influenced by an appeal to passion and prejudice, and the same are constantly addressed rather than their Judgement and reason; that in a case white vs. Black the white is sure to appear the better cause.

The colored people take quite an interest in schools, and the improvement is in some cases rather remarkable. The schools in this Division are in a flourishing condition. There are thirteen schools now in successful operation. I expect to establish one or two more the coming month.

There is little or no drunkenness amongst the colored people, many threats are made by their employers to turn them
