In compliance with Circular No 6. Hd Qtrs Asst Com'r Dist of Va. I have the honor to report the condition of Bureau affairs not very much changed since last report. The threats of discharge of the Freedmen would not consent to join their late masters in an attempt to disfranchise themselves have proved merely threats. The feeling toward the Freedmen has very much improved since last report, & especialy since October 13th. The stealing of such provisions as they can get, is becoming too common - whether entirely by blacks remains to be proved. The schools in this Division show satisfactory signs of progress. All the people drink black & white & with no one to set an example
