In compliance with existing orders, I have the honor to inform you that for the period ending October 31st, one month, it is reported to me that near four hundred (400) able bodied freedmen cannot obtain employment in the city. Most of these people are rendered idle by the closing of several of the Tobacco Factories and the unprecedented stagnation of business generally. And at this season of the year no labor of any kind is to be had in the Counties to enable them to earn a livelihood.
