In compliance with Circular No. 6 dated Bureau R.F. and A.L. Head Quarters Asst. Com'r. State of Va. Richmond, Va. January 29th 1866, I have the honor to make the following report.

Since the date of my last report I have observed no material change in freedmens affairs of this Division other than the to be regretted poverty stricken condition of a considerable number in this city; within the past two weeks many of the above mentioned class having been thrown out of employment in consequence of the suspension of several tobacco manufactories are at this time or soon will be in precarious circumstances; the small wages paid them for their services which will not average four dollars per week to each man
