In compliance with instructions contained in Paragraph 6 Circular No 10 dated Bureau R.F. and A.L. Head Quarters assistant Commissioner State of Virginia Richmond Virginia March 12th 1866 I have the honor to forward herewith the following report under the provisions of the above Circular 
transfering all criminal cases when Freedmen are concerned to the civil courts for trial, I will state that I have observed all such trials within the Sub-Dist, at the court of Henrico since the promulgation of the order and all Freedmen have received fair and impartial trials. Their testimony received as evidence equal to that of the Whites and verdicts rendered according
