In compliance with instructions contained in par vi. Circular No.10 dated Head Quarters Asst. Com'r State of Virginia March 12th. 1866. I have the honor to submit the following report of the effect of the provisions of said Circular and its results in the Sub. Dist of Richmond

By authority of par III of this Circular, I have been present at the hearing of all criminal cases before the Mayors Court of this City, and I am happy to be able to state, that impartiality has been exercised towards the Freedmen who have been before this Court. Mayor Saunders has manifested a determination, since this jurisdiction was extended to him to grant colored prisoners every advantage and privilege to secure testimony in their cases and has sought to be unbiased in his decisions.
