occurred in this court, and that has been reported to the Supt. 3rd Dist. of Va. This Circular has effected the interests of the Freedmen materially in some respects. From it they have learned that the same protection is afforded them that is given white citizens, and that the same redress is open to them that the civil courts guarantee the whites. Owing to this they have been encouraged to seek protection from the civil officers and as they have received the assistance sought, they have learned to repose confidence in these officers; and thereby realized the privileges, obligations and responsibilities devolving upon them as free men.
