I have the honor in compliance with circular No 10. Hd Qrs Asst Comr State of Va to make the following report.

It is my opinion that a Black man going before the civil courts for Justice, would have but very little chance. The minds of the people here are determinedly set against the negro. The remark that "I wished they were all in Hell" or "all dead" falls continuously from the lips of almost every one. This prejudice is born and is inert with these people. So far I have had no case to attend before a civil magistrate where a negro was sworn.
In the examination of the murder case in my district there were no colored persons called as witnesses from the fact there were none present when the deed was committed
