General,
In accordance with P. VI Circular No 10 dated Richmond Va March 12th 1866 I have the honor to report that no information has reached me tending to show that "by restoring to the State authorities jurisdiction in criminal cases over colored persons" they have been treated otherwise than "with impartiality and fairness and the law respecting their testimony carried out in good faith" with the exceptions of the failure to arrest the murderers of a freedman at Berryville and the gross injustice to a freedman by a magistrate at Staunton previously reported.
