Richmond Va General In obedience to Circular no 10 Par 6 Bureau of Refugees Freedmen and A Lands Head Quarters Assistant Commissioner State of Virginia and dated Richmond Va March 12th 1866. I have the honor to report that there has been no criminal cases in which Freedmen were parties tried by the Civil Court in this Sub District during the month of April 1866. There is one colored man confined in jail here charged with horse stealing he was arrested and is held by civil authority. He will have a preliminary examination before the County Court which sits on the first Thursday of May (next). He will probably be remanded for trial before the Superior or District Court which sits on the 12th of next September. The prejudice of the white people here is very great against him.
