Sir:
In obedience to Circular No 10, Hd. Qrs. Asst. Com'r State of Va. dated Richmond Mar 12 1866, I have the honor to report - That I did not arrive at this place until the 6th of April.-

The County Court holds its sessions beginning on the first Monday of each month, and had adjourned when I assumed charge of the Office.

I have not been notified of any Criminal trial, or preliminary hearing before any Magistrate.

I am therefore unable to make such a 
Report as is required in the above mentioned Circular.

I have heard several prominent Citizens one of them a Magistrate, express their opinion, that the transfer of criminal cases to the Civil Courts was an unwise measure, - on account of the great expense it throws on the County, in the trial of cases which could be disposed of much more summarily and with much less expense in the Freedmens Court
