Makes report of the trial of colored persons before civil courts and magistrates. The Mayor has conducted such trials with strict impartiality, with one exception which was reported on the 14 of April. Cases are known where the order of Maj Genl Terry appended to Cir No 10 from the Asst Com, has been disregarded and magistrate having failed to observe the requirements of that order.
