In compliance with Par 6, Circular No 10 dated Hd Qrs Asst Commr. State of Va Richmond Va. March 12th 1866 reports that as yet no criminal cases have been decided in which any Freedmen were parties - although a number are awaiting trial in Lancaster County. Negro testimony has been rec'd but has been practically disregarding in the findings. In his opinion no white man could be convicted of an offence against a Freedman - upon negro testimony alone.
