Bureau of R.F. & A.L. Charlotte C.Ho. Va. May 31st 1866. Brv't. Brig. Genl. A. Brown. Assistant Commissioner General, In obedience to circular No. 10. Head-Quarters Asst. Commission'r. State of Va. dated Richmond March 12th 1866. I have the honour to report that I have been present at the preliminary hearings before magistrates, where freedmen were concerned, and also attended the county court on the 7th day of May – and have observed that they have been treated with impartiality and fairness, and the law respecting their treatment carried out. The Circuit Court at which these cases will be tried, will be held in July, and until then I will be unable to make a detailed report of the manner in which this order had resulted, with reference to the interests of the freedmen.
