General:
In compliance with Paragraph 6, Circular No 10. Office of Asst Commissioner B.R.F. and A.L. State of Va Richmond Va of date March 12th, 1866. I have the honor to state that the turning over to the Civil authorities criminal cases wherein Freedmen are made parties has not thus far operated against the interest of the Bureau except in a part of my District. 

In the lower Sub Districts there is much uneasiness exhibited by the Freedmen - they fearing that protection from the United States is to be withdrawn in which event they declare they shall be obliged to abandon the lands they have rented - by leaving. 

This feeling I trust is part imagination growing out of the fact of the acquittal of William McClanahan for the murder of a Colored man working for him. A full report of the case will be forwarded you as soon as received which will no doubt be in a very few days as I ordered Lieut
