Reports in compliance with Circular No 10 C.S. from Head Quarters Asst Commissioner Va that but one case of a criminal nature wherein Freedmen were parties has taken place in his Sub District during the month of May 1866 and that was the case of a negro woman charged with burglary and who upon the preliminary examination confessed to the charge. She was held for bail at the term of the next County Court. Believes that while an officer of the Bureau is there to look after their interests they will have a fair opportunity to have justice awarded them
