In compliance with paragraph VI. Circular No. 10. Off. A. Com. of Va of date May 10" 1866, I have the honor to  report that so far the operation of the circular in restoring jurisdiction to the Civil Authorities in criminal actions wherein freedmen are concerned has not been injurious to their interests. No cases have arisen to test the matter.
