General:
In obedience to instructions contained in Paragraph 6. Circular No 10. Head Quarters Asst Commissioner of B.R.F. and A.L. State of Virginia of date March 12th 1866 I have the honor to state that I know of no case of a criminal nature that has been tried by the Civil Court in the 10th Va District during the month of June wherein colored persons were made parties hereto which has not been treated fairly before the Law. This in my opinion is attributable in a great measure to the presence of the agents of the Bureau.
