Lieut. and Asst Supt.

States that Mr. James G. Smith a white citizen of Richmond Co committed an outrage upon a Colored woman named Peggy Rich by assaulting her with a heavy stick and Knocking her down three times. Smith was arrested same day and bound over. Smith again assaulted her in the same evening, and was again arrested, tried and acquitted, which he thinks was wrong.
