Forwards report in compliance with Circular No 10. C.S. 
The restoration of criminal cases to the Civil Authorities has resulted in great injustice to the Freedmen.
Magistrates refuse to issue Warrants against White persons on the complaint of Freedmen.
It is his opinion the Freedmen will not very soon receive justice in the Civil Courts - as it is prevented thro partiality and prejudice.
